font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">Els acords indicats s’exposen al públic por un termini de 15 díes per presentar les al·legacions que s’estimin convenients, passat aquest termini sense que s’hagin presentat al·legacions s’entendrà definitivament aprovat. </span></span></span></span></p> <p style="margin-bottom:0cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">En la seva exposició de motius, la Llei General de Subvencions (38/2003, de 17 de novembre) estableix, per a les administracions públiques, la necessitat d’elaborar plans estratègics de subvencions, que relacionin els objectius i els efectes que es pretenen aconseguir, amb els costos previsibles i les seves fonts de finançament, per tal d’adequar les necessitats públiques que s’han de cobrir a través de les subvencions amb les previsions de recursos disponibles, amb caràcter previ al seu naixement i de forma plurianual.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Aquesta norma també estableix els principis que han de regir en la gestió de les subvencions, i que són:</span></span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">a) Publicitat, transparència, concurrència, objectivitat, igualtat i no discriminació.</span></span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">b) Eficàcia en el compliment dels objectius fixats per l’Administració atorgant.</span></span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">c) Eficiència en l’assignació i la utilització dels recursos públics.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">L’Ajuntament d’Andratx, considera com a prioritats del municipi les següents:</span></span></span></p> <p style="margin-bottom:0.3cm; margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">a) Promoció del turisme de qualitat i ocupació: Enfortint els punts dèbils del municipi per crear activitat econòmica i nous llocs de treball, mantenint i col·laborant en la recerca dels elements diferenciadors i propis del municipi ja sigui des d’un punt de vista patrimonial com des d’un punt de vista de participació ciutadana en les tradicions pròpies del municipi i en la conservació de la memòria andritxola.</span></span></span></p> <p style="margin-bottom:0.3cm; margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">b) Cohesió social: Treballarem per un municipi socialment equilibrat, capaç d’atendre a les persones més vulnerables. Apostem per la redistribució dels recursos, per la convivència i la justícia social com a valors irrenunciables.</span></span></span></p> <p style="margin-bottom:0.3cm; margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">c) Qualitat democràtica: Fonamentarem les nostres polítiques en la transparència i el rigor, en la complicitat amb la ciutadania i l’exercici honest dels valors essencials de la democràcia.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Per fer realitat aquestes prioritats, s’estableixen els principals compromisos o finalitats, descrits en l’article 7, que es concretaran en els objectius estratègics del bieni a que fa referència aquest pla estratègic. Les subvencions han estat i són un dels instruments importants per l’assoliment d’aquests objectius.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><strong>Article 1</strong>: Naturalesa jurídica i requisits bàsics.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">El Pla Estratègic de Subvencions de l’Ajuntament d’Andratx és un instrument de planificació. El seu caràcter és programàtic, no normatiu.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">L’aprovació del Pla Estratègic de Subvencions no suposa la generació de cap dret a favor dels potencials beneficiaris, que no podran exigir cap indemnització o compensació en el cas de que el Pla no es porti a la pràctica en els propis termes.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Per a l’establiment efectiu de les subvencions previstes en aquest Pla, serà requisit bàsic la inclusió de les consignacions pressupostàries corresponents en els Pressupostos anuals, així com l’aprovació de les bases reguladores de la seva concessió, en el marc de les bases d’execució del Pressupost.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><strong>Article 2</strong>: Àmbit d’aplicació</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">S’entén per subvenció, als efectes d’aquest Pla, tota disposició dinerària realitzada per l’Ajuntament d’Andratx, a favor de persones públiques o privades, i que compleixin els següents requisits:</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">1.- Que el lliurament es realitzi sense contraprestació directa dels beneficiaris.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">2.- Que el lliurament estigui subjecte al compliment d’un determinat objectiu, l’execució d’un projecte, la realització d’una activitat, l’adopció d’un comportament singular, ja desenvolupat o a desenvolupar, o la concurrència d’una situació, havent de complir el beneficiari amb les obligacions materials i formals que s’hagin establert.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">3.- Que el projecte, l’acció, la conducta o la situació finançada tingui per objecte el foment d’una activitat d’utilitat pública o d’interès social o de promoció d’una finalitat pública.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><strong>Article 3</strong>: Període de vigència del Pla Estratègic de Subvencions</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">L’atorgament de subvencions per part de l’Ajuntament d’Andratx durant el període 2019-2020 s’ajustarà al que s’estableix en el present Pla.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><strong>Article 4</strong>: Limitacions a l’establiment de subvencions</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">L’establiment de subvencions queda sotmés al compliment de l’objectiu d’estabilitat pressupostària, per tant les consignacions pressupostàries que s’aprovin i les bases reguladores de la seva concessió s’acomodaran en cada moment a aquests objectius.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><strong>Article 5</strong>: Principis orientadors</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">La gestió de les subvencions es regirà pels principis de:</span></span></span></p> <p style="margin-bottom:0.3cm; margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">a) Publicitat, transparència, concurrència, objectivitat, igualtat i no-discriminació.</span></span></span></p> <p style="margin-bottom:0.3cm; margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">b) Eficàcia en el compliment dels objectius fixats per l’Administració atorgant.</span></span></span></p> <p style="margin-bottom:0.3cm; margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">c) Eficiència en l’assignació i la utilització dels recursos públics.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><strong>Article 6</strong>: Beneficiaris</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">L’Ajuntament d’Andratx concedirà subvencions a favor de persones o entitats privades amb la finalitat de fomentar la realització d’activitats d’utilitat pública o interès social o per promoure la consecució de fins públics atribuïts a la competència local.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Les formes jurídiques admissibles per a ostentar la condició de beneficiari són les que estableix l’article 11 de la Llei General de Subvencions, i que es concretarà en les respectives bases reguladores.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><strong>Article 7:</strong> Finalitats i objectius estratègics</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">L’Ajuntament d’Andratx estableix tres prioritats: La promoció del turisme de qualitat i ocupació, la cohesió social i la qualitat democràtica que es concreten en 10 compromisos als que es vinculen les diferents línies i programes de subvenció i que son:</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Compromís 1: Projectar el municipi i els seus eixos estratègics, l’entorn natural i el patrimoni cultural.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">1.1. Fer del nostre patrimoni cultural i natural un element de projecció exterior de qualitat que refermi la nostra identitat.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">1.2. Millorar la visibilitat, coneixement, sensibilització i impacte de la política de reciclatge.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Compromís 2: Promoure la innovació del sector empresarial i comercial per millorar l’economia local i generar ocupació.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">2.1 Aconseguir que es generin noves iniciatives empresarials i acompanyar les persones emprenedores per tal que facin realitat el seu projecte.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">2.2 Millorar el nivell de competitivitat i la innovació entre el sector empresarial del municipi.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">2.3 Potenciar la formació per l’ocupació i la seva vinculació al mon empresarial i als sectors estratègics de la ciutat.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">2.4 Millorar el comerç local potenciant els eixos comercials i el comerç urbà de proximitat i afavorint una oferta comercial de proximitat.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Compromís 3: Treballar per la qualitat del municipi fent-lo més segur, sostenible i accessible i potenciar el transport públic.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">3.1 Millorar el nivell de qualitat, accessibilitat, sostenibilitat, manteniment i neteja de l’espai públic.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">3.2 Millorar la vertebració del municipi mitjançant el desenvolupament dels diferents sectors urbanístics i treballar per la millora de les infraestructures de transport públic, els accessos i les vies de comunicació.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">3.3 Millorar la situació de l’aparcament al municipi.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">3.4 Millorar la mobilitat del municipi potenciant el transport públic interurbà i els desplaçaments a peu i en bicicleta.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">3.5 Millorar la seguretat i el civisme en l’espai i la via pública.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Compromís 4: Preservar l’entorn natural i reduir l’impacte mediambiental de les activitats del municipi.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">4.1 Conservar i mantenir l’entorn natural i la seva connexió amb els espais verds urbans i amb les platges així com promoure un ús més cívic.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">4.2 Reduir l’impacte mediambiental de l’activitat del municipi i augmentar l’eficiència en el consum energètic.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Compromís 5: Contribuir al creixement i desenvolupament de les persones al llarg de la seva vida i vetllar per a la millora de l’oferta educativa.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">5.1 Incrementar els recursos i les oportunitats per al desenvolupament integral d’infants i adolescents, així com el suport a les famílies com a primer entorn de socialització.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">5.2 Incrementar les opcions d’accés a l’educació i la igualtat d’oportunitats.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">5.3 Augmentar els nivells d’emancipació i les oportunitats de desenvolupament dels projectes vitals dels i les joves.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Compromís 6: Garantir la cohesió social promovent la convivència, la autonomia, la igualtat i la inclusió de tothom.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">6.1 Aconseguir un major nivell de normalització, inclusió, convivència i respecte en el marc d’una ciutadania diversa.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">6.2 Limitar la incidència dels factors desencadentants d’exclusió social així com augmentar la capacitat de resposta col·lectiva en les situacions de vulnerabilitat.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">6.3 Millorar l’autonomia personal i l’atenció en situacions de dependència.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">6.4 Incrementar el nivell d’igualtat entre gèneres i d’empoderament de les dones, així com millorar la conciliació del temps personal, familiar, laboral i comunitari.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Compromís 7: Estimular la creació i facilitar l’accés a la cultura, al lleure, l’esport i la salut.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">7.1 Incrementar la capacitat de creació i la pràctica cultural.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">7.2 Augmentar el nivell de pràctica esportiva i d’activitat física entre grups socials i poblacionals diversos.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">Atenent al principi de corresponsabilitat de la gestió pública i donat l’interès social i la singularitat de la tasca realitzada per determinades entitats del nostre municipi, l’Ajuntament d’Andratx establirà, d’acord amb el que estableix la Llei General de Subvencions 38/2003, de 17 de novembre, subvencions en règim d’adjudicació directa, contemplades nominalment en els pressupostos municipals.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000">En l’annex 1 es detallen els àmbits i les partides nominatives de les línies de subvenció que s’atorgaran mitjançant el règim d’adjudicació directa.</span></span></span></p> <p style="margin-bottom:0.3cm"><span style="font-family:Times New Roman,Times,serif;
