2017-12-28 603891 CAIB ca ![CDATA[<p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">L’Ordre EDU/2128/2011, de 15 de juliol, per la qual es creen i regulen els Premis Nacionals de Formació Professional de grau superior establerts per la Llei orgànica 2/2006, de 3 de maig, d’educació, disposa que per cada família professional podran concórrer als Premis Nacionals de Formació Professional de grau superior que anualment convoqui el Ministeri d’Educació, els alumnes que hagin obtingut prèviament Premi Extraordinari de Formació Professional de grau superior convocat a la seva comunitat autònoma, en el seu àmbit de competència, d’acord amb el que estableix l’Ordre esmentada.</span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">La Conselleria d’Educació i Universitat preveu mesures per potenciar la formació professional i reconèixer la trajectòria acadèmica i professional de qualitat basada en el treball, la dedicació i l’esforç dels alumnes que, havent acabat els ensenyaments de formació professional, hagin demostrat un rendiment brillant en els seus estudis, com també una major maduresa professional.</span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">La convocatòria anual dels Premis Extraordinaris de Formació Professional de grau superior, com a opció prèvia a la inscripció per concórrer als Premis Nacionals de Formació Professional de grau superior, representa un incentiu per a tots aquells alumnes que volen confirmar la seva excel·lència en la preparació acadèmica.</span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Aquesta convocatòria s’ha d’incloure en el Pla Estratègic de Subvencions per a l’any 2018.</span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Per tot això, segons el que disposen l’article 15.1 del Decret legislatiu 2/2005, de 28 de desembre, pel qual s’aprova el text refós de la Llei de subvencions i l’article 4 de l’Ordre de la consellera d’Educació i Cultura d’1 de juliol de 2009, per la qual s’estableixen les bases reguladores de les subvencions en matèria d’educació i cultura (BOIB núm. 100, d’11 de juliol); atès l’informe de la Direcció General de Pressuposts i Finançament; a proposta de la directora general de Formació Professional i Formació del professorat, i en ús de les facultats que m’atribueix la Llei 4/2001, de 14 de març, del Govern de les Illes Balears, dict la següent</span></span></p> <h1 style="text-align: center;"> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">RESOLUCIÓ</span></span></h1> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><strong>Primer</strong></span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Aprovar la convocatòria dels Premis Extraordinaris de Formació Professional de grau superior en l’àmbit de la Comunitat Autònoma de les Illes Balears corresponents al curs 2016-2017. </span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><strong>Segon</strong></span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Aprovar els termes de la convocatòria, que figuren a l’annex 1 d’aquesta Resolució. </span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><strong>Tercer</strong></span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Publicar aquesta Resolució en el <em>Butlletí Oficial de les Illes Balears </em><span style="color: black;">i ordenar que entri en vigor l’endemà d’haver-se publicat</span><em>.</em></span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><strong>Interposició de recursos</strong></span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Contra aquesta Resolució, que exhaureix la via administrativa, es pot interposar recurs potestatiu de reposició davant el conseller d’Educació i Universitat en el termini d’un mes, comptador des de l’endemà d’haver-se publicat en el <em>Butlletí Oficial de les Illes Balears</em>, d’acord amb els articles 123 i 124 de la Llei 39/2015, d’1 d’octubre, de procediment administratiu comú de les administracions públiques, i amb l’article 57 de la Llei 3/2003, de 26 de març, de règim jurídic de l’Administració de la Comunitat Autònoma de les Illes Balears.</span></span></span></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">També es pot interposar directament un recurs contenciós administratiu davant la Sala Contenciosa del Tribunal Superior de Justícia de les Illes Balears en el termini de dos mesos comptadors des de l’endemà de publicar-se, d’acord amb l’article 46 de la Llei 29/1998, de 13 de juliol, reguladora de la jurisdicció contenciosa administrativa.</span></span></span></p> <p align="center"> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Palma, 20 de desembre de 2017</span></span></p> <p align="center" style="margin:0px;"> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><strong>El conseller</strong></span></span></p> <p align="center" style="margin:0px;"> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Martí X. March Cerdà</span></span></p> <p> </p> <p align="center" style="margin:0px;"> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><strong>ANNEX 1</strong></span></span></p> <p align="center" style="margin:0px;"> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><strong>Convocatòria</strong></span></span></p> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">1.&nbsp; Objecte i àmbit territorial de la convocatòria</span></span></strong></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">L’objecte d’aquesta convocatòria és convocar els Premis Extraordinaris de Formació Professional de grau superior corresponents al curs 2016-2017 per als alumnes matriculats en centres docents dependents de la Conselleria d’Educació i Universitat de les Illes Balears.</span></span></p> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">2.&nbsp; Àmbit d’aplicació</span></span></strong></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Aquesta convocatòria és d’aplicació per als alumnes que hagin cursat i superat, tant en centres públics com en centres privats o concertats d’aquesta comunitat autònoma, un cicle de formació professional de grau superior, tant en la modalitat d’ensenyament presencial com en la modalitat d’educació a distància.</span></span></p> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">3.&nbsp; Import de la convocatòria</span><span style="color: black;"> i partida pressupostària</span></span></span></strong></p> <ol> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">El crèdit màxim disponible destinat als premis que s’han de distribuir en aquesta convocatòria és de 17.000,00 euros a càrrec de la partida 13901 421G11 48000 00 dels pressuposts generals de la Comunitat Autònoma de les Illes Balears per a l’any 2018, condicionat a la inclusió d’aquesta convocatòria en el Pla Estratègic de Subvencions de la Comunitat Autònoma per a l’Exercici 2018.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">La concessió dels premis objecte d’aquesta convocatòria està sotmesa a la condició suspensiva de l’existència de crèdit adequat i suficient per finançar el compliment de l’obligació en els pressuposts generals de la Comunitat Autònoma de les Illes Balears per a l’exercici 2018.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Aquest expedient s’ha de regir pel procediment de tramitació anticipada de despesa corresponent a l’exercici 2018 d’acord amb l’article 44.1 del Decret 75/2004, de 27 d’agost, de desplegament de determinats aspectes de la Llei de finances i de les lleis de pressuposts.</span></span></span></li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">4.&nbsp; Import</span> i nombre de premis</span></span></strong></p> <ol> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Es pot concedir un premi extraordinari per cada família professional que s’imparteix a les Illes Balears, amb una dotació per a cadascun de 1.000,00 euros.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">El nombre de premis concedits en cap cas pot excedir de 17.</span></span></li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">5.&nbsp; Requisits dels aspirants</span></span></strong></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Per poder optar al premi extraordinari els alumnes han de complir els requisits següents:</span></span></p> <ol style="list-style-type:lower-alpha;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Haver cursat en centres docents d’aquesta comunitat autònoma els estudis de formació professional de grau superior, en qualsevol de les modalitats d’ensenyament presencial i d’educació distància.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Haver finalitzat aquests estudis, inclòs el mòdul professional de Formació en centres de treball, entre l’1 de gener i el 31 de desembre de 2017.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Haver obtingut com a qualificació final del cicle formatiu una puntuació igual o superior a 8,5. A aquests efectes, la qualificació final del cicle formatiu s’ha de determinar calculant la mitjana aritmètica de les qualificacions dels mòduls professionals que tenguin expressió numèrica, i el resultat s’ha de consignar amb dues xifres decimals. Per tant, no han de ser tingudes en compte per al càlcul de la qualificació final les qualificacions d’<em>apte</em>, <em>exempt</em> o <em>convalidat</em>.</span></span></li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">6.&nbsp; Sol·licituds</span></span></strong></p> <ol> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">La documentació que s’ha de presentar és la següent:</span></span> <ol start="1" style="list-style-type: lower-alpha;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Sol·licitud, d’acord amb l’annex 2, emplenada i signada.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Fotocòpia del document nacional d’identitat, passaport o targeta d’identitat.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Certificat de qualificacions, segons el model que es troba a l’annex 3, emplenat per la secretaria del centre en què es trobi l’expedient acadèmic. El certificat ha d’incloure la denominació del cicle formatiu, la relació dels mòduls cursats amb la corresponent durada en hores i la qualificació de cadascun, el curs acadèmic (especificant-hi el nombre de convocatòries), així com també la qualificació final. Els centres poden presentar el certificat expedit pel GestIB.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Currículum breu (annex 4), amb indicació, si n’és el cas, dels premis o beques que hagi obtingut l’alumne participant i altres mèrits professionals o acadèmics que es vulguin fer constar, acompanyats de les fotocòpies compulsades de la documentació acreditativa corresponent; tot relacionat amb la família professional de la titulació del candidat.</span></span></li> </ol> </li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">7.&nbsp; Admissió de la sol·licitud</span></span></strong></p> <ol> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">La convocatòria i el model oficial de sol·licitud estan a disposició de les persones interessades a la pàgina web &lt;http://formacioprofessional.caib.es&gt;.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">La sol·licitud, juntament amb la documentació que figura al punt 5 d’aquesta convocatòria, s’ha d’adreçar a la directora general de Formació Professional i Formació del Professorat de la Conselleria d’Educació i Universitat.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">El termini de presentació de les sol·licituds i de la documentació adjunta<span style="color: black;">,</span> a la secretaria del centre docent on l’alumne ha cursat els estudis, és de quinze dies naturals a comptar des de l’endemà de la publicació d’aquesta Resolució en el<em> Bu<span style="color: black;">tlletí Oficial de les Illes Balears</span></em>.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Els centres docents han de presentar les sol·licituds, juntament amb la documentació especificada al punt anterior, en un termini màxim de 7 dies naturals, adreçada a la directora general de Formació Professional i Formació del Professorat de la Conselleria d’Educació i Universitat, en qualsevol dels registres que es determinen a continuació:</span></span> <ol start="1" style="list-style-type: lower-alpha;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">A qualsevol dels registres de la Conselleria d’Educació i Universitat o a les delegacions territorials de la Conselleria d’Educació i Universitat a Menorca i a Eivissa i Formentera.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">A qualsevol dels llocs que preveu l’article 16 de la Llei 39/2015, d’1 d’octubre, del procediment administratiu comú de les administracions públiques.</span></span></li> </ol> </li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">D’acord amb el que estableix l’article 21 de la Llei 39/2015, si la sol·licitud no reuneix els requisits exigits, l’òrgan instructor del procediment ha de requerir la persona interessada perquè, en el termini de deu dies hàbils, esmeni la falta o aporti els documents preceptius, amb la indicació que, si no ho fa, es considera que desisteix de la seva petició i s’arxivarà, prèvia resolució que s’ha de dictar en els termes que preveu l’article 21 de la Llei esmentada.</span></span></li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">8.&nbsp; Jurat de Selecció </span></span></strong></p> <p> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">El Jurat de Selecció s’ha de constituir per a l’examen i la valoració de les sol·licituds i està format pels membres següents:</span></span></p> <ol style="list-style-type:lower-alpha;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">President: la directora general de Formació Professional i Formació del Professorat, o persona en qui delegui.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Vocals:</span></span> <ul style="list-style-type: disc;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">El cap del Departament d’Inspecció Educativa, o persona en qui delegui.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">La cap del Servei de Planificació i Participació de la Direcció General de Formació Professional i Formació del Professorat, o persona en qui delegui.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Un assessor del Servei de Planificació i Participació, nomenat per la directora general de Formació Professional i Formació del Professorat, que, a més, ha d’actuar com a secretari.</span></span></li> </ul> </li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">9.&nbsp; Valoració de les sol·licituds</span></span></strong></p> <ol> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">En cas d’empat en la nota mitjana de l’expedient acadèmic, el Jurat de Selecció pot tenir en compte qualssevol altres mèrits professionals o acadèmics, justificats degudament. <span style="color: black;">Els mèrits professionals i acadèmics s’han de valorar d’acord amb el barem següent:</span></span></span> <ol start="1" style="list-style-type: lower-alpha;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Titulacions addicionals de la mateixa família professional i altres titulacions relacionades amb la família professional, fins a un màxim de 2 punts:</span></span></span> <ol start="1" style="list-style-type: lower-roman;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada títol de tècnic de la mateixa família professional: 0,5 punts.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada títol de tècnic superior de la mateixa família professional: 1&nbsp;punt.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada títol universitari relacionat amb la mateixa família professional: 1 punt.</span></span></span></li> </ol> </li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Titulacions oficials de l’Escola Oficial d’Idiomes, fins a un màxim de 2&nbsp;punts:</span></span></span> <ol start="1" style="list-style-type: lower-roman;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada certificat de nivell bàsic A2: 0,25 punts.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada títol del cicle elemental o certificat de nivell intermedi B1: 0,5&nbsp;punts.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada títol del cicle superior o certificat de nivell avançat B2: 1 punt.</span></span></span></li> </ol> </li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Cursos relacionats amb la família professional cursada, fets durant els quatre darrers anys immediatament anteriors a la data de finalització del cicle, convocats i expedits per l’Administració, la Universitat o altres entitats col·laboradores amb l’Administració, així com entitats o centres autoritzats degudament, fins a un màxim de 2 punts:</span></span></span> <ol start="1" style="list-style-type: lower-roman;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada 10 hores de formació en cursos convocats per l’Administració o per la Universitat: 0,10 punts.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Per cada 10 hores de formació en cursos convocats per entitats col·laboradores amb l’Administració o entitats o centres degudament autoritzats: 0,05 punts.</span></span></span></li> </ol> </li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Participació en projectes relacionats amb la família de formació professional que ha cursat l’aspirant; premis i mencions relacionats amb la família cursada, fins a un màxim d’1 punt:</span></span></span> <ol start="1" style="list-style-type: lower-roman;"> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Participació en projectes relacionats amb la família professional per la qual opta al premi: fins a 0,5 punts.</span></span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Premis i mencions relacionats amb la família professional per la qual opta al premi: fins a 0,5 punts.</span></span></span></li> </ol> </li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;"><span style="color: black;">Activitats laborals relacionades amb la família professional cursada, desenvolupades durant el període en què hagués estat matriculat en els estudis pels quals concorre al premi i fins a la seva finalització: 0,125 punts per cada període d’1 mes complet, fins a un màxim de 3 punts.</span></span></span></li> </ol> </li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">En el supòsit d’empat, el Jurat de Selecció ha de tenir en compte les diferents qualificacions finals obtingudes a cadascun dels mòduls professionals, així com la convocatòria en què es varen obtenir. En aquest cas, el Jurat de Selecció pot recaptar dels centres educatius la informació acadèmica complementària que permeti discriminar els candidats empatats. De persistir l’empat, aquest serà resolt per sorteig.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">El Jurat de Selecció pot declarar desert algun dels premis. També pot concedir mencions especials, en els casos que ho consideri adient.</span></span></li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">10. &nbsp; Instrucció del procediment</span></span></strong></p> <ol> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">L’òrgan instructor del procediment és la Direcció General de Formació Professional i Formació del Professorat.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">La Direcció General de Formació Professional i Formació del Professorat, vista la valoració de les sol·licituds feta pel Jurat de Selecció, farà pública la proposta de resolució provisional, que ha d’incloure, per ordre decreixent de puntuació, la relació d’alumnes proposats per a l’obtenció del Premi Extraordinari per cadascuna de les famílies professionals. Aquest premi és compatible amb d’altres que es puguin obtenir de la mateixa administració o d’una altra entitat pública o privada.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">L’obtenció del Premi Extraordinari de Formació Professional de grau superior dona opció, prèvia inscripció, a concórrer als Premis Nacionals de Formació Professional de grau superior que convoqui el Ministeri d’Educació, Cultura i Esport.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">L’alumne que obtengui un premi extraordinari en un cicle formatiu de grau superior de formació professional concedit pel ministeri competent o per la Conselleria d’Educació i Universitat del Govern de les Illes Balears, pot acollir-se a l’exempció total dels preus de matrícula dels crèdits de primer curs dels ensenyaments universitaris oficials de grau de què es matriculi per primera vegada a la Universitat de les Illes Balears, d’acord amb el que estableix l’apartat 2 de l’article 12 del Decret 29/2014, d’11 de juliol, pel qual s’actualitzen i s’aproven els preus públics dels serveis acadèmics i administratius corresponents als ensenyaments oficials de la Universitat de les Illes Balears.</span></span></li> </ol> <p> <strong><span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">13.&nbsp; Instruccions per sol·licitar el pagament dels premis</span></span></strong></p> <ol> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Per tramitar el pagament d’aquest premi, els interessats tenen 10 dies hàbils a partir de la data de publicació en el BOIB de la resolució de concessió dels premis de 2018 per presentar la sol·licitud, segons el model de l’annex 5, al Registre de la Conselleria d’Educació i Universitat, adreçada a la Direcció General de Formació Professional i Formació del Professorat.</span></span></li> <li> <span style="font-size:12px;"><span style="font-family: times new roman,times,serif;">Així mateix, han de presentar una declaració responsable de veracitat de les dades bancàries aportades, d’acord amb el model normalitzat de l’annex 6 (que es pot trobar al web del Govern de les Illes Balears).
