	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;Mitjançant l’Acord del Consell de Govern de&amp;nbsp;3&amp;nbsp;de febrer de 2017, s’aprovà el Pla Estratègic de Subvencions de la Comunitat Autònoma de les Illes Balears per a l’exercici de 2017 (BOIB núm. 15, de 4 de febrer), al qual es refereix l’article 6.1 del Text refós de la Llei de subvencions, aprovat pel Decret legislatiu 2/2005, de 28 de desembre.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;Diverses conselleries han proposat la modificació d’aquest Acord per incorporar-hi algunes línies de subvenció i per modificar-ne altres ja existents.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;En primer lloc, la Conselleria de Presidència considera que una de les línies de subvenció que gestiona, la que es destina a fomentar l’acció cívica, no expressa exactament la finalitat de la convocatòria que es pretén aprovar.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;En segon lloc, la Conselleria d’Educació i Universitat considera necessari introduir dues noves línies de subvenció, en l’àmbit de la Direcció General de Formació Professional i Formació del Professorat.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;D’una banda, proposa afegir una línia per finançar ajuts destinats a l’alumnat i al professorat de les Illes Balears per a l’aprenentatge de llengües estrangeres, d’acord amb el Programa de Cooperació Territorial per a l’Aprenentatge de Llengües Estrangeres del Ministeri d’Educació, Cultura i Esport. Aquest programa preveu, entre altres actuacions, l’acompanyament escolar en llengua estrangera per a l’alumnat d’educació primària de centres sostinguts amb fons públics que no ofereixen modalitats d’ensenyament amb un terç o més de l’horari en llengua estrangera. El programa possibilita, també, estades formatives a l’estranger per al professorat que imparteix matèries no lingüístiques en llengua estrangera.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;De l’altra, proposa introduir una línia d’ajuts per a dinamitzadors lingüístics, amb la finalitat de donar suport als centres que vulguin millorar la normalització lingüística mitjançant la col·laboració d’un dinamitzador lingüístic i cultural que s’encarregui de treballar l’expressió oral i la millora de les actituds lingüístiques vers la llengua catalana, dins i fora de l’aula.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;Finalment, la Conselleria d’Educació i Universitat proposa modificar la línia de subvenció d’ajuts per als auxiliars de conversa que gestiona la Direcció General de Formació Professional i Formació del Professorat, perquè s’ha advertit una errada en el codi de programa de la classificació funcional de la partida pressupostària corresponent.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;En tercer lloc, la Conselleria de Salut proposa incloure tres noves línies destinades a prevenir malalties, especialment entre els grups més vulnerables, i a la detecció precoç, aturar-ne l’avanç i millorar la qualitat de vida, la qual cosa es pretén dur a terme per mitjà d’associacions de pacients. La segona i la tercera línia de subvencions que proposa consisteixen en la concessió d’uns premis d’investigació gestionats per la Fundació Institut d’Investigació Sanitària Illes Balears (IdISBa).&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;Així mateix, la Conselleria de Treball, Comerç i Indústria ha proposat modificar algunes de les línies de subvenció que gestiona i suprimir-ne una per tal de complir millor les finalitats públiques de promoció del teixit industrial i comercial. D’una banda, s’ha de modificar la font de finançament de la subvenció destinada a la promoció del teixit comercial, plans de millora competitiva, plans de màrqueting i disseny i actuacions per millorar la competitivitat del teixit comercial per ajustar-la a la naturalesa de la despesa que s’ha d’efectuar. De l’altra, les ajudes destinades a la promoció de l’esperit empresarial passen a tenir caràcter pluriennal amb increment de les quanties que s’hi destinen. Finalment, també es produiran canvis en les ajudes per a la promoció del teixit industrial derivats de l’increment de quanties —cosa que, en principi, no requeriria cap modificació del Pla Estratègic perquè les quanties tenen caràcter estimatiu—, i de la font de finançament.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;Per la seva part, la Conselleria de Medi Ambient, Agricultura i Pesca ha proposat afegir quatre línies noves en l’apartat 8 del Pla Estratègic de Subvencions de la Comunitat Autònoma de les Illes Balears, gestionades pel Fons de Garantia Agrària i Pesquera de les Illes Balears.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;La primera línia pretén donar un nou impuls al sector agrari amb subvencions que compensin l’increment de despeses que suposa el maneig d’explotacions agràries diversificades i fer visibles els beneficis que comporta aquesta activitat per a la societat i el medi ambient, més enllà de la producció d’aliments. La segona línia es dirigeix a mitigar els desavantatges de les explotacions agràries situades en entorns protegits on hi ha un patrimoni natural o cultural que s’ha de conservar i, així, es pugui ajudar al manteniment de l’activitat agrària en aquests espais.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;La tercera línia d’ajudes es destina a sufragar part de les pèrdues de la collita de les pimes agrícoles, en els cultius herbacis en extensiu i en els cultius hortícoles, provocades per les pluges intenses de l’any 2017. Una quarta línia, que ja es va convocar l’any 2016, té per objecte subvencionar el sacrifici d’aviram de Mallorca, ja que no hi ha escorxadors per a aquests animals a l’illa.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;Pel que fa a la Conselleria de Territori, Energia i Mobilitat, es considera necessari dur a terme tres modificacions, en l’àmbit de gestió de la Direcció General d’Energia i Canvi Climàtic:&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin: 0px 0px 0px 40px;"&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;&lt;em&gt;a)&lt;/em&gt; Modificar els apartats «cost» i «convocatòria» dels ajuts per al foment de l’ús de les energies renovables, ja que se n’ha detectat una redacció errònia, atès que es pretenia que fos pluriennal (2017-2018) en el cas de l’Administració local i de les entitats que en depenen.&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin: 0px 0px 0px 40px;"&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;&lt;em&gt;b)&lt;/em&gt; Modificar l’apartat d’objectius i efectes de foment del vehicle elèctric.&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin: 0px 0px 0px 40px;"&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;&lt;em&gt;c)&lt;/em&gt; Introduir una mesura de foment del vehicle d’ús públic elèctric o alimentat amb GLP.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;D’acord amb la publicació &lt;em&gt;Energies renovables i eficiència energètica a les Illes Balears: estratègies i línies d’actuació&lt;/em&gt;, la Direcció General d’Energia i Canvi Climàtic preveu mesures de foment de la mobilitat sostenible, com ara vehicles elèctrics i vehicles alimentats amb gas (GNC, GNL i GLP), amb la finalitat de desenvolupar les alternatives que permetin una mobilitat més sostenible i eficient. Un dels objectius de la Conselleria de Territori, Energia i Mobilitat és potenciar aquestes mesures alternatives i en el Pla Estratègic no se n’han previstes de foment per als vehicles alimentats amb gas natural comprimit (GNC) i amb gas liquat del petroli (GLP), cosa que fa que sigui necessari també dur a terme aquestes mesures.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;Per tot això, el Consell de Govern, a proposta de la consellera d’Hisenda i Administracions Públiques , en la sessió de dia 28 d’abril de 2017, adoptà, entre d’altres, l’Acord següent:&lt;/span&gt;&lt;/p&gt;

	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;&lt;strong&gt;Primer. &lt;/strong&gt;Modificar una línia de subvenció del punt 2 de l’annex de l’Acord del Consell de Govern de 3 de febrer de 2017 pel qual s’aprova el Pla Estratègic de Subvencions per a l’exercici 2017, de la manera següent:&lt;/span&gt;&lt;/p&gt;

	&lt;span style="font-family:times new roman,times,serif;font-size:12px;"&gt;&lt;strong&gt;&lt;em&gt;Objectius i efectes:&lt;/em&gt;&lt;/strong&gt;&lt;em&gt; reduir l’emissió de gasos d’efecte hivernacle procedents del sector del transport, impulsar el vehicle elèctric a les Illes Balears com a lloc idoni per al seu desenvolupament, aconseguir que les Illes Balears siguin un referent en mobilitat sostenible, i dotar les Illes Balears d’una infraestructura mínima de punts de recàrrega de vehicles elèctrics&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
