&lt;ol&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;La Llei Orgànica 8/2013, de 9 de desembre, per a la Millora de la Qualitat Educativa (LOMQE), el Reial Decret&lt;/span&gt; 1363/2007, de 24 d’octubre de l’ordenació general dels ensenyaments esportius de règim especial i l’Ordre de la consellera d’Educació i Cultura de 28 de juliol de 2008 de regulació dels ensenyaments esportius de règim especial a les Illes Balears, estableixen que l’oferta educativa s’ha de flexibilitzar perquè sigui compatible amb altres activitats esportives o laborals. A l’article 24 b) del RD s’estableix que s’ha de fer “En règim d’ensenyament presencial o a distància” i a l’apartat 24.2 que l’Administració educativa, a l’àmbit de les seves competències, establirà les mesures necessàries per a l’organització de l’oferta”. &lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;La disposició final primera de l’Ordre de la consellera d’Educació i Cultura de 28 de juliol de 2008, autoritza al director general de Planificació, Inspecció i Infraestructures Educatives (actualment Direcció General de Planificació, Infraestructures Educatives i Recursos Humans) per disposar la realització de les actuacions administratives necessàries per a l’execució, desplegament i per a la concreció d’aquesta Ordre, pel que fa als ensenyaments esportius de règim especial que s’hagin de desenvolupar a les Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;La disposició transitòria primera del Reial decret 1363/2007, de 24 d’octubre, estableix les formacions de període transitori i dóna als òrgans competents en matèria esportiva de cada Comunitat Autònoma les competències per promoure i/o autoritzar aquestes formacions. Aquestes formacions del període transitori queden regulades amb l’Ordre EDU/3186/2010, de 7 de desembre.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;Amb la Resolució del director general de Planificació, Infraestructures Educatives i Recursos Humans de 22 de juliol de 2013 (BOIB núm. 136, de 3 d’octubre) es va regular i organitzar l’oferta en règim semi presencial dels ensenyaments esportius de règim especial i del bloc comú de les formacions de període transitori, i del procediment de sol·licitud i autorització d’aquest tipus d’oferta.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;La Conselleria competent en Esports va delegar en l’Escola Balear de l’Esport (EBE) actualment Fundació per a l’Esport Balear, la possibilitat de promoure i/o autoritzar les formacions de les federacions autonòmiques i espanyoles en període transitori. El Decret 2/2009, de 16 de gener, regula les activitats de formació que imparteixen les federacions esportives a les Illes Balears concretant el procediment de sol·licitud d’autorització.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;Posteriorment l’ Ordre EDU/581/2011, de 7 de març, per la qual es modifica l’Ordre EDU/3186/2010, de 7 de desembre, dóna una nova redacció a l’article 25 «Les Administracions educatives, d’acord amb la disposició transitòria primera del Reial Decret 1363/2007, de 24 de octubre, són les competents per autoritzar a impartir el bloc comú en les condicions a què es refereix la present Ordre a: a) Els centres públics promoguts pels òrgans competents en matèria d’esports o, en el seu cas, de formació esportiva de les Comunitats Autònomes...”. L’EBE va demanar autorització a Educació per poder impartir el bloc comú en les formacions de període transitori i la Resolució de dia 27 de gener de 2012 del conseller d&amp;apos;Educació, Cultura i Universitats els va autoritzar la formació presencial d’acord a la normativa anteriorment esmentada.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;El gerent de la Fundació per a l’Esport Balear va presentar la sol·licitud&amp;nbsp; d’autorització per impartir les formacions del bloc comú en període transitori en règim semi presencial d’acord amb la Resolució de 22 de juliol, (registre d’entrada en la Conselleria d’Educació, Cultura i Universitats núm. 62510/2013) en data 9 d’octubre de 2013, adjuntant el projecte formatiu. Deixar constància que la Fundació per a l’Esport Balear ja compta amb autorització prèvia per impartir els ensenyaments esportius en règim presencial com és prescriptiu.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;Vista la sol·licitud exposada al punt anterior i revisat el projecte formatiu corresponent, el&amp;nbsp; Servei d’Ensenyaments de Règim Especial va emetre el 29 de novembre de 2013, informe, no vinculant, i va remetre tot l’expedient al Departament d’Inspecció Educativa tal i com estableix l’article 6 de la Resolució.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;El Departament d’Inspecció Educativa (DIE) va revisar l’expedient i va emetre informe amb data de 27 de gener de 2014. Els comentaris del DIE han estat tinguts en compte en la redacció definitiva d’aquesta Resolució. &lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
&lt;/ol&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: black"&gt;Normativa aplicable&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;ol&gt;

 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Ordre EDU/3186/2010 que regula les formacions en període transitori amb les modificacions establertes a l’Ordre &lt;span style="color: black"&gt;EDU/581/2011, de 7 de març, que dóna a les administracions educatives les competències per autoritzar a impartir el bloc comú en període transitori.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Acord del Consell de Govern de dia 11 d&amp;apos;abril de 1997, de creació del consorci Escola Balear de l’Esport, (actualment Fundació per a l’Esport Balear).&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Resolució de la Consellera de Benestar Social, competent en esports (BOIB de 8 d&amp;apos;agost de 2002), que determina que l&amp;apos;Escola Balear de l&amp;apos;Esport és el centre de l&amp;apos;administració esportiva competent per impartir i autoritzar la formació esportiva en període transitori.&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Decret 2/2009, de 16 de gener, pel qual es regulen les activitats de formació esportiva que imparteixen les federacions esportives a les Illes Balears. &lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Resolució de dia 27 de gener de 2012 del conseller d&amp;apos;Educació, Cultura i Universitats autoritzant a l’EBE a impartir el bloc comú en les formacions en període transitori.&lt;/span&gt;&lt;/li&gt; 
 &lt;li&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Resolució del director general de Planificació, Infraestructures Educatives i Recursos Humans de 22 de juliol de 2013 (BOIB núm. 136, de 3 d’octubre) que regula i organitza l’oferta en règim semi presencial dels ensenyaments esportius, i del procediment de sol·licitud i autorització.&lt;/span&gt;&lt;/li&gt; 
&lt;/ol&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Per tot això, dict la següent &lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;RESOLUCIÓ&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Primer&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Autoritzar la Fundació per a l’Esport Balear per impartir &lt;strong&gt;les formacions del bloc comú en període transitori en règim semi presencial &lt;/strong&gt;sempre que les formacions compleixin amb l’establert a la Resolució de 22 de juliol de 2013 (BOIB núm. 136, de 3 d’octubre) que regula i organitza l’oferta en règim semi presencial dels ensenyaments esportius i el procediment d’autorització, i amb l’establert a altres normatives que siguin d’aplicació.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Segon&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Establir que del currículum establert a la normativa vigent dels diferents nivells/cicles, en la formació a desenvolupar, el mínim de hores presencials dels diferents mòduls serà:&lt;/span&gt;&lt;/p&gt;
